This is technically a bicycle with an electric motor. As such it does not required license for the vehicle or the operator. If it had a gasoline engine it would. I am not sure a gasoline engine would not be a better idea but the website does mention adding batteries for more range.

Apparenlty the bicycle side of it allows it on the street whereas a golf cart is not legal, which makes no sense really. I have long advodcated allowing a Kawasaki Mule on the street, after all governments use them in parks and such and it is okay for them to drive on the street.
