Some tax preparers are licensed, this wold include attorneys, who rarely prepare a return but participate in estates and trusts, cpas, and enrolled agents. Now Congress wants to license tax preparers in general. 

What do you think your liability would be if someone decides to make you as a preparer a target?

    Well, I think that if I give all the information to the preparer, and he/she makes a mistake, it will be OK to pay it back, after all, that money that you did not pay or that you got back, some of that did not belong to you, or I guess the preparer should take responsability for not paying attention. The problem comes when you get notified after you spent the money 😦 On the other hand, what about when they make a mistake that makes you receive less money? How can people know that they received less money? Would they sent them the same notification to pickup the money?
    Another thing is that some of the people that prepare these things only know the basic stuff, so there is a high probability that they are going to do it wrong for you, so you end up paying somebody for doing basic stuff, that you could get from Turbo Tax for free if you do it online.

    NO doubt this is another attempt at being ‘fair’ to everyone or is this an attempt to make all tax preparers unpaid IRS agents? the govt will be needing lots of money what better place to start than with unpaid tax collectors?
    I would guess this will increase the cost of tax returns as the liability will certainly be increased.
