A common feature of dictatorial systems is corruption. I suspect North Korean 'Officials' live pretty nice lives, not so much for your average North korean though. The link describes the pay up or take what you get Chinese Education system.

Being that the country is so tightly controlled, I wouldn’t have expected this type of corruption to exist. However after reading the article, it doesn’t surprise me that the government is part of this inequality with them donated for the children of their employees. The costs to me seem very outrageous, I have seen the fees for tutors (here in the states) but those are but a dime in the bucket compared to the teacher’s fees. Although (here in the states) due to donations made to school districts some schools seem to have an advantage over others. It just shows that even though our public schools are the best we should be grateful for the year-end state regulated tests (TAKS). Those tests at least show that the teachers did fulfill their teaching requirements. There are always roadblocks set up to avoid corruption but just as they proved, there happens to always be a way around them. I personally believe that there will always be corruption, simply because we are human, however I do believe every person should hold a certain amount of integrity.
